Yes. You can use Timer Cafe to control all the computers from your web-cafe. However, the program can't be set to operate all the computer by himself. Your staff will need to make the proper operation from the administrator PC. To work with the program, you need to have installed on the administrator PC the server edition for the program, and the client version on the PC that you want to control.
